Introduction

The OSD platform offers two models of procedure for the submission of national comments, reflecting the process of each national committee's mirror committee (NMC). Some NCs require a three-step process, others a two-step process.



1 - National Committees with three-step process

1.1 - Roles implicated in the three-step process

  • National experts as OSD NC Commenter
  • NMC Secretary / Technical Officer / Administrator as OSD NC Manager
  • NC staff administration as OSD NC Manager



1.2 - Comments provided by OSD NC Commenter

The OSD NC Commenter contributes to the project by adding comments during the commenting phase of the project.

The OSD NC Manager may also provide their own contribution by adding comments.



1.3 - Save proposed decision by OSD NC Manager

The NMC Secretary makes a proposed decision on the comments provided by the OSD NC Commenters. This proposed decision must be validated by another OSD NC Manager (NC staff administration) to make the decision official.


1.3.1 - Resolve one comment card at a time from the main interface

  1. Click on the comment card
  2. Click on Manage
  3. Select decision:
    1. Submit as national comment
    2. Not submit as national comment
  4. Click on Save proposed decision

1.3.2 - Resolve several comment card at a time from the Comment to resolve tab

  1. Click on Comment to resolve tab on the right sidebar
  2. Select several comment card by ticking the box next to user's name
  3. Click on Select resolution drop-down list and select decision:
    1. Submit as national comment
    2. Not submit as national comment
  4. Click on Save proposed decision (nb of selected comments)


1.4 - Validate decision by OSD NC Manager

The NC staff administration as the OSD NC Manager validates the proposed decision to make it official. It is important to check the status of each comment card to verify its validation.

The process of Validate decision by this OSD NC Manager reflects the traditional upload of the national position into the IEC Voting System.

The validated comments - specifically the national comments (green card) - are compiled in the CC only after the closing date of the commenting stage. Before the end of the closing date, the national comments are saved in the OSD platform.

1.4.1 - Validate one comment card at a time from the main interface

  1. Click on the comment card
  2. Click on Manage
  3. Verify the proposed decision already selected by the NMC Secretary:
    1. Submit as national comment
    2. Not submit as national comment
  4. Click on Validate decision

1.4.2 - Validate several comment card at a time from the Comment to resolve tab

  1. Click on Comment to resolve tab on the right sidebar
  2. Select all comment cards of the same proposed decision by ticking the box next to user's name
  3. Click on Select resolution drop-down list and select decision:
    1. Submit as national comment
    2. Not submit as national comment
  4. Click on Validate decision (nb of selected comments)

Verification of comment cards status

  1. Green comment card with flag & country code = national comment

> Those comments will be compiled in the CC and shared with the TC/SC.

  1. Grey comment card = non accepted comment

> Those comments will not be compiled in the CC and will only be visible by its NC.



1.5 - IEC Voting system

The OSD NC Manager validated the decision on all comments in the OSD platform. While the comments are provided in the OSD platform, the vote must be cast in the IEC Voting system as the usual process.


1.5.1 - For a Committee Draft (CD)

  1. Go to the IEC Voting system relevant to the project
  2. Click on comment status in OSD
    1. No comment at this stage
    2. Comments in OSD
  3. Click on Submit

1.5.2 - For a Committee Draft for Vote (CDV)

  1. Go to the IEC Voting system relevant to the project
  2. Cast vote:
    1. In favor
    2. Against
    3. Abstain
  3. Click on comment status in OSD
    1. No comment at this stage
    2. Comments in OSD
  4. Click on Submit

    2. Comments in OSD
  3. Click on Submit

2.4.2 - For a Committee Draft for Vote (CDV)

  1. Go to the IEC Voting system relevant to the projectCast vote:
    1. In favor
    2. Against
    3. Abstain
  2. Click on comment status in OSD
    1. No comment at this stage
    2. Comments in OSD
  3. Click on Submit
